First, a full restart

Hold the Power button for about 30 seconds. If that's not enough, plug the phone in to charge for at least 5 minutes, then try the same forced restart again, this time while it stays connected.

Rule out common software causes

Check whether a system update is available, check available storage (storage that's nearly full can cause this kind of behavior), and check for app updates.
